Nice find Arch!  I have used one of those kind of hitch pins for short trips with my trailer ... I normally just use a lockable hitch pin that has key.

Today, I checked my hinge pin and the cotter pin was indeed Hanging downward. Could have lost the trailer some day soon. Switched the cotter pin around .Cotter pin still had a firm spring .
